Whenever a sidewalk already exists in a block, future sidewalks constructed in that block shall be of the same width and shall be located an equal distance from the curb line as the existing sidewalk, except in those instances where the result would impair property rights and would not otherwise be detrimental to the safety and convenience of the public.
