Section 7-2-1 of this chapter notwithstanding, no sidewalk, curb and gutter shall be required to be constructed upon a vacant lot, block or tract within the city until such time as there is constructed thereon a dwelling or other structure. No owner of property which was improved prior to the effective date hereof shall be required to construct a sidewalk, curb and gutter as provided in section 7-2-1 of this chapter unless an improvement is placed on the lot, block or tract meeting the requirements of that section. However, no sidewalk, curb or gutter shall be constructed or repaired after the effective date hereof unless the same shall conform to the requirements of this chapter. (Ord. 01-598, 12-11-2001)
