6-3-24: PUBLIC BOOKS AND RECORDS:

It shall be unlawful for any person to take or remove any paper, document, book or other personal property owned by the city unless the permission of the legal custodian thereof is first obtained, and no person shall keep or retain any such paper, document, book or other personal property after demand for the return thereof has been made by the legal custodian. (1962 Code § 5-1-31)
