No officer, euthanasia technician employee or contractor of the city, acting within the course and scope of his or her employment, shall be held criminally or civilly liable for impounding, releasing, handling, destroying or euthanizing an animal pursuant to this chapter, provided the officer, employee, technician or contractor acts in good faith and without malice.
