5-3-7: PROHIBITED PARKING:
   A.   General Prohibitions: In addition to provisions of the motor vehicle laws of Oregon prohibiting parking, no person shall park a vehicle:
      1.   Upon any bridge, viaduct or other elevated structure used as a street, unless otherwise indicated by lawfully installed signs.
      2.   In any alley, except to load or unload persons or materials, not to exceed thirty (30) minutes.
      3.   Upon any street for the principal purpose of:
         a.   Displaying such vehicle for sale.
         b.   Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.
         c.   Displaying advertising from such vehicle.
         d.   Selling merchandise from such vehicle, except in a duly established marketplace or when so authorized or licensed under the provisions of this code.
         e.   Storage, or as junkage or dead storage for more than seventy two (72) consecutive hours.
      4.   Upon any parkway, except where specifically authorized.
      5.   Within any area marked off by traffic markers or by official stripes painted upon the street curb and pavement or upon the street curb only, indicating a loading zone, safety zone, crosswalk or pedestrian lane, fire hydrant, theater entrance or exit, police station, fire station, or when "no parking" signs are posted for any other purpose designated by such official markings.
      6.   For the purpose of double parking or to load or unload anything or passengers, with the front or rear of such vehicle, as the case may be, within less than fifteen feet (15') from the intersection or the property line at any intersection, or to stop any vehicle for the purpose of loading or unloading passengers or anything within any part of a street intersection, crosswalk, or pedestrian lane.
   B.   Snow Removal: In the event there is an accumulation of snow in excess of two inches (2"), the city manager or designee is hereby authorized to prohibit any person from parking a vehicle upon certain designated streets, until the snow is removed. Those streets are hereby designated as follows:
Bower Avenue between its intersection with Thunderegg Boulevard and its intersection with North First Street.
Good Avenue between its intersection with Adrian Boulevard and its intersection with South First Street.
King Avenue between its intersection with Adrian Boulevard and its intersection with South First Street.
Locust Avenue between its intersection with Highway 201 and its intersection with North First Street.
Main Street between its intersection with Sixth Street and the Union Pacific Railway underpass.
Park Avenue between its intersection with Eleventh Street and its intersection with North First Street.
North First Street between its intersection with Main Street and its intersection with Locust Avenue.
North Second Street between its intersection with Main Street and its intersection with Bower Avenue.
North Third Street between its intersection with Main Street and its intersection with Chestnut Avenue.
North Fourth Street between its intersection with Main Street and its intersection with Bower Avenue.
North Fifth Street between its intersection with Main Street and its intersection with Locust Avenue.
North Sixth Street between its intersection with Main Street and its intersection with Bower Avenue.
South First Street between its intersection with Main Street and its intersection with King Avenue.
South Second Street between its intersection with Main Street and its intersection with Good Avenue.
South Third Street between its intersection with Main Street and its intersection with Good Avenue.
South Fourth Street between its intersection with Main Street and its intersection with Good Avenue.
South Fifth Street between its intersection with Main Street and its intersection with Commercial Avenue.
South Sixth Street between its intersection with Main Street and its intersection with Good Avenue.
South Seventh Street between its intersection with Adrian Boulevard and its intersection with King Avenue.
The city manager or designee shall publish notice of said prohibition as soon as it can be reasonably determined that said prohibition shall be necessary. For the purpose of this subsection, public notice shall only require dissemination of the prohibition to the news media and the posting of temporary "No Parking" signs in various locations on said streets. The city manager or designee is also hereby authorized to remove any vehicles parked in violation of this section immediately, without any further notice to the registered owner or operator thereof. The city council specifically finds that said vehicles constitute a hazard and an obstruction to motor vehicle traffic using the road or highway as defined in Oregon Revised Statutes 819.120. Any vehicle removed under the provisions of this subsection shall be subject to the provisions of Oregon Revised Statutes 819.120, as now constituted or hereinafter amended. (1962 Code § 9-2-7)
