A. Application Process: Upon receipt of a completed application and fee, the city manager shall refer the application to the appropriate city departments for review.
B. Issuance: The city manager shall issue a permit if the application meets approval through appropriate conditions.
C. Appeal: Any person whose application for a permit has been denied, whose permit has been issued subject to conditions, who disagrees with the transient merchant class assigned to the application, or whose permit has been subsequently revoked, may appeal the decision to the city manager.
