A. Permit Required: No person shall engage in business as a transient merchant or conduct a special event within the city without first obtaining a permit as provided in this chapter. No person shall be deemed to be exempt from the application of this chapter by reason of that person having conducted business within the city prior to the effective date hereof.
B. Fees: The permit fees shall be set by resolution of the city council. The fees shall be payable in full at the time of submission of an application and shall be nonrefundable.
C. Permit Nontransferable: No permit shall be assignable or transferable or shall authorize the applicant to conduct any other type of business or special event.
D. Compliance With Regulations: The granting of a special event permit shall not relieve any person of the responsibility to satisfy all code requirements respecting the manner in which the special event is conducted. (Ord. 631-11, 8-9-2011)
