§ 913.05 REPORT TO COUNCIL.
   (a)   The Treasurer or Recorder shall report monthly to the Town Council a report of income and expenditures along with a running balance for the municipal service fee for street paving account.
   (b)   The Treasurer or Recorder shall, within 60 days after the end of each fiscal year, report to the Town Council a list of all persons and business establishments who are delinquent in the payment of the municipal service fee for streets or any portion thereof for the preceding fiscal year and the Town Council shall, by resolution, direct the Treasurer or Recorder or other municipal employees to take such action as the Town Council deems advisable and necessary in regard to the payment of such delinquent fees. This may include placing a lien against the real property and/or submitting the debt to collections.
