(a) The canvass of the election begins on the fifth day, not counting Sunday, following the election. Do not begin the canvass on a Saturday, Sunday or legal holiday, but do count a Saturday or holiday when counting the five days.

(b) One must have a quorum to conduct the canvass. If there is not a quorum, the meeting must be rescheduled the next business day until a quorum is present. The canvass is a public meeting.

(d) The certification of the results of the election must be made in the form set out in W.Va. Code § 3-6-10, giving the votes in both words and numbers.
