(a) No person shall display a placard issued by the Registrar of Motor Vehicles and bearing the distinctive number assigned to a manufacturer, dealer or distributor pursuant to Ohio R.C. 4503.27 on any motor vehicle or motorized bicycle unless:
(1) The vehicle is owned by the dealer and it is in transit from a dealer to a purchaser;
(2) The vehicle is being demonstrated for sale or lease; or
(3) The vehicle is being otherwise utilized by the dealer.
(b) No person shall operate a vehicle bearing a placard issued to a dealer under Ohio R.C. 4503.27 unless:
(1) The operator is the dealer;
(2) The operator is an agent or employee of the dealer;
(3) The operator is a prospective buyer; or
(4) The operator has the permission of the dealer to operate such vehicle.
(c) A violation of this section is a minor misdemeanor.
