(a) When an urban renewal plan is filed with Council, Council shall refer such plan or plans to the Planning Commission of the City for its review and recommendations, including whether or not the plan is in conformity with the General Plan of the City and including the exercise of its power of approval or disapproval under Ohio R.C. 713.02, by causing a copy of such plan or plans to be delivered to the person charged with the preparation and custody of the record of proceedings of the Planning Commission.
(b) The Planning Commission shall submit in writing to Council its approval of or recommendations concerning such plan or plans. The approval of the Commission shall also constitute its approval of those matters placed under its jurisdiction by Ohio R.C. 713.02, except as the recommendations of the Planning Commission may include a disapproval pursuant to such section. Except as recommendations or disapprovals are received from the Planning Commission within thirty-one days after its receipt of such plan or plans, the plan or plans shall be conclusively presumed to have been approved by the Planning Commission.
