(a) The City Auditor is hereby authorized to draw and the City Treasurer to pay warrants for the compensation of City employees for use of personal vehicles for City business at the rate provided for by the Internal Revenue Service which is currently thirty-one cents ($0.31) per mile upon receipt of the appropriate vouchers therefor, out of the General Fund.

(b) No such payments or claims for such payments shall be made unless the head of the employee's department authorized the employee to use his/her personal vehicle for City business.
