159.04 RESIDENCY REQUIREMENT.
   (a)   All persons now and hereafter employed by the City of Norwood shall become residents of the City of Norwood within six months of commencing appointment with the City;
   (b)   After five years of continuous service, employees of the City of Norwood are hereby authorized to make their primary place of residence outside of the City of Norwood, pursuant to the terms of their respective collective bargaining agreements; the employee must live within a 25 mile radius or 25 miles from the City limits;
   (c)   Appointed employees, except the Director of Public Safety, Director of Public Service, Chief of the Police Department and Chief of the Fire Department, after completing five years of continuous service with the City, are hereby authorized to reside outside of the corporate limits of the City of Norwood but within twenty-five miles of the Norwood City limits.
   (d)   Residency within the City of Norwood shall be maintained by all elected officials, Director of Public Safety, Director of Public Service, Chief of the Police Department and Chief of the Fire Department.
   (e)   A waiver may be granted to allow an employee to change his or her principal place of residence to a location outside the City of Norwood based upon special circumstances which necessitate that the employee relocate outside of the City of Norwood prior to completing five years of continuous service. Such waiver must be approved by Norwood City Council.
   (f)   Any position of employment which because of special expertise cannot be filled by a Norwood resident, or a person moving to Norwood, may be filled by a non-resident only upon application to Council by the requesting department head and such appointment is predicated upon Council’s express authorization.
   (g)   This section shall not apply to School Crossing Guards.
   (h)   The five year residency requirement for part time E-911 dispatch/operator, part- time and seasonal employee is waived. (Ord. 44-2001. Passed 7-10-01.)
