For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
(a) “Street trees” means trees, shrubs, bushes and all other woody vegetation on land lying within a City right-of-way.
(b) “Park trees” means trees, shrubs, bushes and all other woody vegetation in public parks or beauty areas owned by the City.
(c) “Topping” means the severe cutting-back of limbs to stubs larger than three inches in diameter, within the tree’s crown, to such a degree as to remove the normal canopy and disfigure the tree.
