The Health Commissioner, Registered Sanitarians and Health Inspectors of the City Health Department are hereby authorized to issue pay-out citations, appealable to the Mayor's Court, for failure to comply with orders requiring the abatement of certain nuisances or for maintaining or permitting nuisance conditions to exist or continue on property for which the offender is wholly or jointly responsible.
