(a) The Purchasing Agent is hereby authorized, where appropriate, to participate in joint bidding programs for the purchase of materials, supplies and equipment conducted by other governmental entities or associations whose membership is composed of governmental purchasing officers.
(b) The Purchasing Agent shall participate in such joint purchasing programs only when it appears that opportunity for competition is afforded; that proposals are solicited upon precise specifications; and that such participation is to the City’s advantage.
