133.02 ORDINANCE APPROVAL OF SIDEWALK AND CURB EXPENDITURES; EMERGENCY EXCEPTION.
   (a)   The City Auditor shall not expend any funds from the City nor approve the expenditure of any funds for the repair, replacement or improvement of curbs and sidewalks in the City unless authorized by ordinance.

   (b)   Subsection (a) hereof shall not apply in the case of an emergency that requires the immediate repair, replacement or improvement of a curb for public safety, nor shall this subsection apply to expenditures for the repair of any curb or sidewalk abutting City property. The Director of Public Service is hereby authorized to approve, at his discretion, expenditures for the repair, replacement or improvement of curbs and sidewalks abutting City property.
