No person shall plant any trees, shrubs or bushes upon any of the streets of the City without first having made application in writing to the Director of Public Service. The Director of Public Service shall notify such person in writing of the approval or disapproval of the application, and if such approval is granted, shall further designate in writing the location with reference to the curb and property line of the street in which the trees, shrubs or bushes shall be planted and such person shall thereafter plant the same in accordance with the designation made by the Director of Public Service and in no other manner. The trees, shrubs or bushes so planted shall become and remain the property of the City.
