(a) Private Property owners and/or their tenants shall not place out for collection or otherwise place in the public right-of-way or trash collection area any rubbish, clothing, mattresses, box springs, cushions, carpets, or other items that may have any type of insect or vermin infestation, including but not limited to rats, bed bugs, fleas, and mites, unless the items are completely encapsulated so as to cover and securely envelop all infested items in place.
(b) No person, except a licensed waste hauler, shall remove from the public right-of-way or place of waste collection any rubbish, clothing, mattresses, box springs, cushions, carpets, or other items that have any type of insect infestation including but not limited to rats, bed bugs, fleas, and mites.
