Failure of any milk or ice cream dealer or distributor, for the period of more than thirty days, to pay the required inspection and/or laboratory bacteriological examination charges on milk, milk products or ice cream handled by him, or failure to comply with the provisions of this chapter, shall be cause for the revocation or withdrawal of the permission granted to such dealer or distributor to distribute milk, milk products and ice cream in the City, or to dispose of them to others for distribution within the City.
