(a) All milk inspection and/or laboratory bacteriological examination charges paid into the City treasury shall be credited to a separate fund to be know as the Milk Inspection Fund. The money in the Milk Inspection Fund shall be used solely for the purpose of defraying the cost and expense of adequate inspection of milk, milk products, ice cream and milk and ice cream plants by the Board of Health.
(b) The Auditor is directed to establish a special fund for the Board of Health to be known as "The Milk Inspection Fund", from which he shall make expenditures upon receipt of proper vouchers or certificates against such Fund.
