Every owner or harborer of a dog, upon obtaining an inoculation tag from a veterinarian shall immediately attach the same to the collar or harness of such dog to be worn by the dog at all times. The certificate obtained from the veterinarian shall be retained by the owner or harborer of such dog for inspection by the officials of the Health and Police Departments at all times.
