Every person who owns or harbors a dog in the City, after January 1, 1960 shall have such dog inoculated with chick-embryo rabies vaccine, and shall each three years thereafter be revaccinated with the chick-embryo rabies vaccine. However, dogs shall not be required to be vaccinated before reaching the age of five months.
