Every boarding home conducted, maintained or managed by any person, firm, association, or corporation shall at all times be open to the inspection of the Health Commissioner or his duly appointed assistants or inspectors, and the Health Commissioner is hereby empowered to inspect the same, or cause inspection to be made, whenever or as often as he/she may deem to be reasonably proper.
