1331.06 POWERS AND DUTIES OF CODE OFFICIAL.
   (a)    General. The Code Official shall enforce all the provisions of the Norwood Property Maintenance Code (NPMC) relative to the maintenance of structures and premises, except as may otherwise be specifically provided for by other regulations in this chapter.
   (b)    Notices and Orders. The Code Official shall issue all necessary notices and orders to abate illegal or unsafe conditions to insure compliance with the code requirements for the safety, health and general welfare of the public. Notices and orders shall be in compliance with the requirements of Section 1331.09 .
 
   (c)   Inspections. In order to safeguard the safety, health and welfare of the public, the Code Official is authorized to enter any structure or premises at any reasonable time for the purpose of making inspections and performing duties under NPMC in accordance with the provisions of Section 1331.07 .
   (d)    Rule Making Authority. The Code Official shall have power as may be necessary in the interest of public safety, health and general welfare, to adopt and promulgate rules and regulations to interpret and implement the provisions of NPMC to secure the intent thereof and to designate requirements, but such rules shall not have the effect of waiving working stresses or fire protection requirements specifically provided in NPMC or violating accepted engineering practice involving public safety.
   (e)    Annual Report. At least annually, the Code Official shall submit to the Mayor a written statement of operations in the form and content as shall be prescribed by the Mayor.
