(a) When Required. No person shall construct, enlarge, alter or demolish a structure; or change the occupancy of a building or structure requiring greater strength, exitway or sanitary provisions; or change to another use; or install or alter any equipment for which provision is made or the installation of which is regulated by the Norwood Building Code (NBC), without first filing an application with the Building Commissioner in writing and obtaining the required permit therefore; except that minor repairs, as defined in Section 1301.13
(b), which do not involve any violation of NBC shall be exempt from this provision.
(b) Form. The application for a permit shall be submitted in such form as the Building Commissioner may prescribe and shall be accompanied by all required plans and specifications and the required plan examination fee as prescribed in Section 1305.05
(e).
(c) Applicant. Except as provided in subsection (d) hereof, application for a permit shall be made by the owner or lessee of the property concerned, or agent of either, or by the licensed engineer, architect or contractor employed in connection with the proposed work. The full names and addresses of the owner, any lessee and any applicant if other than owner or lessee and of the responsible officer of owner and lessee if a corporate body or unincorporated association shall be stated in the application. All applicants for permits shall be duly qualified under applicable laws
(d) Home Owner Exception. The provisions of subsection (c) hereof shall not be interpreted to require that the owner of a single-family dwelling shall be licensed to personally perform work for the premises occupied or to be occupied by the owner thereof on such owner's established residence. All such work shall be done in conformity with the provisions of NBC and rules or regulations promulgated thereunder, and no work shall be done unless all permits, inspections and approvals required by NBC are secured.
(e) Separate Applications Required. A separate application for permit shall be required for the following branches of work which shall not be included in the building permit: demolition, plumbing, mechanical equipment, electrical work, signs, tanks, pumps, paving of parking areas, drives and sidewalks, fire suppression systems and other regulated equipment.
Applications, plans and technical data for permits for electrical work shall be submitted directly to the electrical inspection agency under contract with the City. (Inspection Bureau, Inc.)
(f) Description of Work. The application for a permit shall contain a general description of the proposed work, its location, the use and occupancy of all parts of the building or structure and of all portions of the site or lot not covered by the building or structure, the estimated cost of the proposed work and such additional information as may be required by the Building Commissioner, including but not restricted to the working plans and specifications, plot and location plans, and such other information as may be required elsewhere in NBC.
(g) Verification of Information. All facts in the application shall be subject to affirmation or oath. If in the judgment of the Building Commissioner, the reported data are incorrect, he shall have the right as a condition precedent to issuance of the permit to request the applicant for authority to have the data verified either by the Building Commissioner or by others appointed by him. When so authorized the cost of such verifications shall be paid by the applicant.
