Two-family and other multiple family dwellings existing in conformance with the Code within the RMX District existing prior to the date of the adoption of this chapter are and shall remain legal conforming uses, provided, however, it is the obligation of the property owner to establish by the preponderance of the evidence that the two-family or multi-family use existed as of the date prior to the adoption of this chapter. The failure of such proof shall be cause for the City to determine that any two-family or multi-family use not established as existing prior to the adoption of this chapter shall constitute an illegal use.
