"Planned unit development" means an area of land developed in accordance with a unified plan approved by the City under provisions of this Zoning Code in which buildings and land uses or a variety of building types and land uses are accommodated in a preplanned environment under standards with respect to lot sizes, setbacks, and other restrictions that are flexible and specifically designed for the particular development with the approval of the Planning Commission and Council.
