953.06 FEE FOR REFUSE DISPOSAL.
   (a)   The Safety-Service Director, Treasurer and Auditor are hereby authorized to determine the total cost of garbage disposal, including the contractual cost of having the service provided, as well as the administrative costs to the City and divide that amount by the number of residential or business units producing waste and requiring garbage disposal service as determined by the parameters of this section and the Norwood Codified Ordinances. Each individual unit shall then be charged a uniform fee.
   (b)   Apartments or dwellings with multiple residential units shall be billed a fee, as described in subsection (a) hereof, for each unit within the apartment or dwelling. Buildings with multiple businesses or residential units shall be billed a fee for each unit within the building.
   (c)   Businesses without a dumpster pick-up service that meets the requirements of the Norwood Codified Ordinances shall be billed a fee as outlined in subsection (a) hereof.
   (d)   The garbage disposal service provided by the City of Norwood is to be the exclusive method of garbage disposal in the City of Norwood, except as provided herein and in the Norwood Codified Ordinances. Any violation of these provisions shall be a minor misdemeanor.
   (e)   The City is hereby authorized to charge a penalty of five percent (5%) for any fees not paid more than thirty (30) days from the billing date. For each additional thirty (30) days that such fees remain unpaid, the City is authorized to charge an additional five percent (5%) penalty.
