For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
(a) "Ashes" means the residue from the burning of wood, coal, coke or other combustible materials.
(b) "City" means the City of Norwood.
(c) "Commercial or industrial garbage or waste" means all industrial garbage or waste capable of incineration or burning that accumulates in, upon or about the land and buildings appurtenant to the business and activities of breweries, wholesale produce and grocery dealers, restaurants and hotels, meat packing and meat wholesale dealers, and fat rendering and hide processing plants.
(d) "Container service" means the private hauling of garbage from businesses or multi- family units that contain five (5) or more dwelling units.
(e) "Director" means the Director of Public Service.
(f) "Family" means the persons occupying an individual unit.
(g) "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking, and consumption of food.
(h) "Householder" means the head of a family or one maintaining his or her separate living room or quarters in the City.
(i) "Individual special service" means collection service to persons who desire collection from their premises at locations other than the line of the public street, alley or service strip along the collection route.
(j) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(k) "Refuse" means all putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles, and solid market and industrial wastes.
(l) "Rubbish" means nonputrescible solid wastes (excluding ashes), consisting of both combustible and noncombustible wastes, such as paper, cardboard, tin cans, yard clippings, wood, glass, bedding, crockery and similar materials.
(m) "Subscriber" means any householder within the City of Norwood, Ohio.
(n) "Unit/Commercial" means any individual business within the corporate limits of the City occupied as a business. A unit shall be deemed occupied when either water or domestic light and power services are being supplied thereto.
(o) "Unit/Residence" means each single-family dwelling or individual apartment within a dwelling within the corporate limits of the City occupied by a householder. A unit shall be deemed occupied when either water or domestic light and power services are being supplied thereto.
