(a) The charges for sewage services as fixed by the Metropolitan Sewer District shall be made by the Department of Public Works. These charges shall be included upon all water bills mailed by and payable to the City.

(b) Sewerage service charges shall be payable at the office of the Department of Public Works at the same time as the water bills for the lot, parcel of land, building or premises are payable, and payments for water shall not be accepted unless payment of the sewerage service charge is made at the same time.
Charges to users for special equipment, materials and services may be payable in the same way as sewerage service charges.
