Whoever is licensed, and makes any connection with any sewer or drain, shall keep in repair and good order the whole work executed by him, until the same is accepted by the Director of Public Service, whose acceptance shall be in writing and shall not be given until at least three months after the completion of the work. Such acceptance shall not obligate the City to keep such sewer in repair at the City's cost.
