(a) All licenses to tap or make sewer connections in the City shall be issued by the Director of Public Service, and shall be in force for one year from the date of issue, unless sooner revoked. A fee of two dollars ($2.00) shall be charged for each license issued, to be paid into the City treasury to the credit of the General Fund.
(b) Every person to whom a license is granted, shall at the time the license is received, file a bond, approved by the Director of Public Service, in the sum of five hundred dollars, ($500.00), conditioned to indemnify and save it harmless from all damages which may arise from making connections with the public sewers of the City. No person so licensed shall make any extra charge for work done on account of a license being granted.
