The Director of Public Service is hereby authorized to grant such permits as he may deem necessary for allowing persons to tap the public sewers or drains, and to make connections therewith. However, all permits shall be granted on the express conditions that the owner and tenant, for whose benefit the connections are made, shall, in consideration of the privilege thereby granted, hold the City harmless for any loss or damage that may in any way result or be occasioned by such tap or connection.
