931.01 CONNECTION TO PIPES OR FIRE HYDRANTS: PERMIT REQUIRED.
   No person either as principal or agent or otherwise, shall tap, or connect with any of the water pipes, hydrants or fire plugs, belonging to or managed or controlled by the City, including any fire hydrant or fire plug and the pipe supplying the same wherever located on private or public property in the City, or draw or use any water from any of the water pipes, hydrants or fire plugs, unless a written permit has first been obtained from the Director of Public Service; and in case of tapping, or connecting with, or of drawing or using water from, any fire hydrant or fire plug, unless a written permit has also been obtained from the Chief of the Fire Department. No person shall tap or connect with or draw or use any water from any other water pipe, hydrant or fire plug except such as may be specified in the permit herein provided for. No person shall tap, or connect with or draw or use water from any such water pipes, hydrants or fire plugs except during the time specified in the permit.
