(a) After the effective date of this section, the consumer shall be responsible to the City for the testing of any water meter within the City.
(b) Subsection (a) hereof shall not apply to any consumer whose water meter is not found to be within the test limits as established by the American Water Works Association.
(c) The fee for testing water meters shall be ten dollars ($10.00).
(d) Any increase or decrease in the cost to the City for testing water meters shall be reflected by a direct increase or decrease in the charge to the consumer.
