(a) The Water Department shall seal all water meters. The seal shall not be broken except by authorized personnel of the Department, or for emergency repairs. The Department shall be notified prior to the breaking of the meter seal. If emergency repairs are necessary during nonworking hours, notification shall be made on the next working day.
(b) Any noncompliance with the above procedure shall be deemed a violation and shall be subject to an administrative fee of fifty dollars ($50.00) payable within thirty days of notice of noncompliance. If not paid within such time period, water service shall be discontinued until payment is received.
