The Director of Public Service shall establish billing cycles, minimum charges based on size of meters, cubic foot rates and minimum charges, fees for delinquent payments, liability for water charges, deposits for service, charges for fire service branches, seal charges or any other service incidental to the operation of the City Waterworks/Water Department necessary for the operation of such Department.
