From and after the enactment or passage of this section the Director of Public Service, for the purpose of paying the expenses of conducting the Waterworks/Water Department of the City, shall assess and collect a water rent or charge of sufficient amount and in such manner as he determines to be most equitable from tenements and premises supplied with water or individuals or entities of every kind and description who use water within the City.
