Any individual, partnership, firm or corporation proceeding without a permit or utilizing any solvent, acid or liquid and not thoroughly and carefully removing all acid or solvent from the water service line, in doing any work, improving or making any additional repairs to the service lines before connecting or who introduces or permits any solution, solvents or acids or liquids to enter the reservoirs, cisterns, water mains or water supply, injurious or detrimental to health, in violation of the provisions of this chapter shall be guilty of a misdemeanor of the third degree.
