No person shall obstruct any gutter or drain or permit the same to become obstructed or become foul in front of or abutting upon the premises owned or occupied by him during the construction, reconstruction or repair of a building or at any other time and it shall be the duty of any person, firm or corporation to keep and maintain the gutters abutting upon the premises owned or occupied by him clear and clean.
