(a) No person shall hereafter construct or lay a sidewalk or construct or lay a driveway across a sidewalk or from a public street into private property, either of cement or other material on any public street in the City, without first securing a permit.
The application for permit shall contain a statement showing the location of such proposed sidewalk or driveway and the name and address of the owner of the premises.

(b) The permit to construct a driveway from a public street into private property shall not be issued where the purpose of the permit is to establish a place to park a vehicle, automobile or truck, unless a hardtop surfaced drive is to be constructed into the place upon which the vehicle, automobile or truck is to be moved or parked.
