No annual, emergency or blanket permit shall be granted by the Director of Public Service. In unforseen emergencies, when the necessities of the public require, any person, firm or corporation shall be allowed to make the excavation; provided, that in such case an application for permit shall be made by the person, firm or corporation within two hours after the excavation has been made. In case the office of the Director is closed, an application for permit shall be made not later than 10:00 a.m. the following day.
