Each notice now required by State Law to be given to the owner of each piece of property to be assessed, of the passage of the resolution by Council declaring the necessity for constructing, paving or resurfacing any street or alley, or other public way, shall contain, in addition to the other requirements of the law, a notice to the property owner that any excavation within the limits of the street, public way or alley, for the purpose of laying gas or water mains or of making water, gas or sewer connections, or for any other purpose, must be made before the beginning of such work of construction, paving or resurfacing.
