Whenever any taxicab or auto for hire is occupied by a fare-paying passenger or passengers, or by members of the party of a fare-paying passenger, the driver of such taxicab or auto for hire shall permit no other person to occupy or ride in the same.
Whenever any taxicab is unoccupied or not completely occupied but is seeking business, the driver of such taxicab shall permit no person not intending to pay a fare to occupy or ride in the same.
