(a) If the Director of Public Safety is satisfied that the applicant is suitable and proper person to drive a taxicab or auto for hire, he shall notify the City Auditor in writing and the Auditor shall issue a license to the applicant upon payment of the proper fee. The decision of the Director shall be final.
(b) An applicant’s conviction of a felony or of a misdemeanor involving moral turpitude may be sufficient grounds for the Safety Director to find that the applicant is not a suitable and proper person to drive a taxicab or auto for hire.
