763.24 DIRECTOR'S AUTHORITY GOVERNING PUBLIC VEHICLES.
   It shall be the duty of the Director of Public Safety to study the transportation problem of the City, to investigate all complaints and make recommendations looking to the betterment of transportation conditions of the City, and to make rules and regulations governing the operation of public vehicles.

   The Director is empowered to establish and adopt the rules and regulations governing the issuance of public vehicle licenses, the inspection of public vehicles and their appurtenances as are reasonable and necessary and not inconsistent with the terms of this chapter.
