No tag shall be issued or displayed on any public vehicle except the public vehicle for which it is issued. The Director of Public Safety may, upon the sale of any licensed public vehicle, authorize the Auditor to transfer the license for such public vehicle to the purchaser thereof complying with the terms and conditions of this chapter governing public vehicles. If any licensed owner of a public vehicle has lost the tag as herein described or if the tag has been stolen from him, a new tag shall be delivered to the licensed owner upon notification by the Director that the licensed owner has filed with the Director a sworn statement containing the facts covering such loss or theft, and upon payment of the cost of the tag.
