At the time the license is issued by the City Auditor to the owner of any public vehicle, the Auditor shall also issue to the owner a metal tag showing the class of public vehicle, the license number and the year for which it is issued. The tags for each class of public vehicle shall be numbered consecutively each year, and the numbers on the tags shall correspond with the license numbers. No tag shall be displayed on any public vehicle except the one for which it is issued. The tag shall be affixed to the front of the vehicle so as to be plainly discernible at all times.
