The Director of Public Safety is authorized to establish taxicab stands as will serve the best interests of the public. The stands shall be reserved exclusively for the parking of taxicabs while awaiting passengers for hire. No taxicab shall park continuously in a taxicab stand for a period exceeding one hour. It shall be the duty of the Director to designate taxicab stands by stanchions or signs indicating that they are taxicab stands. The Director shall have continuing authority to establish, enlarge, diminish or discontinue any taxicab stands. No person shall park any vehicle other than a taxicab in a taxicab stand.
